ORDER OF BOILED OWLS

Subject: Meeting Minutes .

The February 1999 meeting was held at the QTH of Frank Scolaro, W2YK.

The meeting opened at 8:23 PM , Jeff Singer-K2KV presiding.

Attending: KS2G, N2GA, W2GGE, W2AX, K2KV, WM2V, N2UN, NA2M, W2YK,
N2FF, and K2SX. Also special guest Rich-K2WR, ARRL Hudson
Div. CAC Representative.

The Minutes of the January 1999 meeting were read and accepted as
modified. (W2LK was added to the DXpedition committee)

MATTERS DISCUSSED

April Appeasement Dinner: Larry-W2AX reported that Restaurant Mario in
Hauppauge was the overwhelming choice by the members. A date of April 11
was chosen with time to be determined. N2RI and K2UU will be extended
invitations to attend.

ARRL DX Contest (CW):Larry-W2AX reported that he had 8 operators
scheduled to participate in Vermont. 6 were firm, but he could use one
more. Jack-W2GGE said he would participate. This will be an Owls club
operation.

ARRL DX Contest (Phone): Larry said this contest will be a YCCC
operation and he needed 6 operators. Guest Rich-K2WR volunteered.

CAC REPORT: Rich-K2WR presented an overview of the Contest Advisory
Committee. He told of past and present procedures working with HQ Staff.
He spoke about how the Membership Services Committee at ARRL HQ has
oversight of the CAC and the DXAC.
Rich reported that a proposal to have multiple single band operations
using one call sign for each band/station was defeated 9 to 6.
PACKET: The use of packet in contests is under study. Rich said one ARRL
Director is against its use.
10-METER CONTEST: Rich said that a motion to prohibit CW contacts in the
phone segment was approved 14 to 2. A time requirement proposal for mode
switching was rejected. He reported that the contest-free zone 28300 to
28350 was keeping Argentine novices from participating. He said a
station can answer a CQ in this segment but cannot call CQ under penalty
of disqualification.
SWEEPSTAKES: Rich reported that a separate procedure for multi-op
stations. Specifically, a low-power multi-op category has been
suggested.
CLUB COMPETITION: Rich apologized for not responding to the OWLS letter
sooner. He reported that there is interest to revisit the club
competition matter in the CAC. He feels it will cover all club
categories. Rich said this item is among the many to be studied in 1999.

HAMFESTS: George-N2GA reported on several hamfests pending in NLI.

COLOMBIA Earthquake: George-N2GA said several clubs participated in
handling emergency traffic and support. He said the Mid-Island RC
participated in the passing of health and welfare communications.

DXPEDITION: George-N2GA reported that he had been in contact via e-mail
with several advertisers for contest QTHs. Examples were: St. Croix
$2450/week for 4 people. Barbados $125/night per person. He said all
proposed operations would be in 2000. George said he would favor a
WPX/SSB contest in St. Croix.

ARRL: Frank-N2FF reported that he had recommended a name change to the
BOD at the meeting in Houston. He said that HPM had recommended the name
be American Amateur Radio League. Frank felt that the word "Relay" had
to be dropped. Other suggestions: Amateur Radio League or Amateur Radio
Society, etc. Frank said he is open to suggestions.
George-N2GA announced that Frank-N2FF had been elected to the ARRL
Executive Committee. Applause followed.

The March meeting is scheduled at the QTH of N2UN.
